Himachal’s Road-Trip Toll U-Turn: What Driving to Manali or Spiti Actually Costs This Festive Season

Himachal doubled its border toll for 2026-27, then cut it back to ₹100/day after protests, but the official notice still never mentions motorcycles.

Himachal Pradesh tried to charge every outstation car and SUV ₹130 a day just to cross its border for 2026-27, backed down to ₹100 after protests from Punjab and Haryana, and the final notification still does not say what a motorcycle owes. If you are driving to Manali, Dharamshala or Spiti for Dussehra or Diwali, here is the real bill, not the tourism-blog version.

The Himachal Pradesh government notified a revised toll and entry-tax schedule for the 2026-27 financial year in late March. The first version set the rate for non-Himachal passenger vehicles (up to 12+1 seats) at ₹130 a day, more than triple what a lot of drivers were used to paying at border check posts like Parwanoo and Kalka. Transporters and daily commuters from Punjab and Haryana blocked border points in protest, and the pressure carried into the state assembly. The chief minister promised a review, the cabinet met, and the rate came down to ₹100 a day, effective April 2, 2026.

What The Toll Actually Costs Now

The rollback only tells half the story if you only read the passenger car number. Commercial vehicles did not get the same relief.

Figures for passenger cars and the rollback come from The Tribune and ConstructionWorld’s coverage of the cabinet decision. We could not confirm the pre-revision commercial-vehicle rates, so those rows carry no before number. That is a gap in the record, not a guess.

The Motorcycle Gap Nobody in Government Has Closed

Every report we found on this revision, including the official framing carried by ANI, talks about passenger cars, goods vehicles and rickshaws. None names a two-wheeler rate. That almost certainly does not mean motorcycles ride in free. It means the published notification simply has not addressed them in the coverage available, and if you are planning a bike trip into Himachal this festive season, do not assume anything at the border. Carry cash, expect to be told a number on the spot, and do not treat this article’s silence on a bike figure as confirmation that one does not exist.

Who Is Exempt From the Himachal Border Toll

Himachal-registered light vehicles, private or commercial (including taxis), are fully exempt under the revised order. Residents living within five kilometres of a toll barrier can also get a free concessional token, but only after their residence certificate is verified at the barrier, so carry ID proof, not just a claim.

The Full Bill For a Manali or Spiti Road Trip

The border toll is only the entry fee. Push further into Rohtang or Lahaul-Spiti and two more charges stack on top of it.

Add it up and a car making the full Manali to Kaza run is looking at roughly ₹750-900 in fees alone before a litre of fuel or a night’s stay, money most road-trip planning skips entirely.

Which Vehicle Actually Makes Sense For This Route

If you are choosing a vehicle for a Spiti or Rohtang run rather than just crossing the border for Manali, ground clearance and low-range gearing matter more than the toll receipt. The Mahindra Thar Roxx is the SUV most road-trippers on this exact route already default to, and it is worth the premium over a regular hatchback once you hit the broken stretches past Gramphu. On two wheels, the choice most riders actually agonise over is the Royal Enfield Himalayan 450 against the cheaper 440, and on a route where the tolls and permits already add up, the 450’s better high-altitude fuelling is worth checking against the 440’s lower price before you commit.

The rollback protected private car owners in the border districts. It did nothing for the motorcycle riders who make up most of the actual festive-season traffic into the hills, and the paperwork still has not caught up with them.
