A BH-Series Plate Saves ₹1.28 Lakh in Telangana, Not Delhi

A BH-series plate saves real money in high-tax states like Telangana, but barely anything in Delhi. Here is the actual rupee gap, city by city.

A BH-series number plate is worth a real amount of money if you are moving out of Telangana, Tamil Nadu or Karnataka, and barely worth the paperwork if you are leaving Delhi. That is the part most guides skip: they quote a tax percentage and stop, without ever putting a real car’s numbers next to a real state’s road tax. On a Hyundai Creta E Petrol MT, which costs ₹10.91 Lakh ex-showroom, the gap between a BH-series plate and a regular one swings from about ₹36,000 to ₹1.28 Lakh depending purely on which state you are registering out of.

What a BH-Series Plate Actually Does

A BH, or Bharat series, plate is a central registration mark for people who relocate across state lines for work: central and state government staff, defence personnel, employees of public sector undertakings, and private-sector employees whose company has offices in four or more states or union territories. The point is simple. A normal state plate forces you to re-register, and pay fresh road tax, every time your job moves you to a new state. A BH plate stays valid nationwide, so you skip that re-registration entirely.

It does not skip road tax itself. It changes how that tax is calculated and paid. Instead of one large payment covering 15 years to a single state, BH-series tax is paid centrally, in blocks of two years, at a rate set against the car’s ex-showroom price before GST.

Ex-showroom price (before GST)BH-series tax rate, charged every 2 years
Below ₹10 Lakh8%
₹10 Lakh to ₹20 Lakh10%
Above ₹20 Lakh12%

After 14 years the structure changes again, to an annual payment at roughly half the two-year rate. The figures above come from the Central Motor Vehicles Rules notification that created the scheme; we could not independently verify the exact post-14-year formula or any fuel-based surcharge against the gazette text itself, so confirm the current rate on the Vahan portal before you budget around it.

The Real Rupee Gap, City by City

Here is what that formula means in practice. The Hyundai Creta, India’s best-selling SUV, starts at ₹10.91 Lakh ex-showroom for the base E Petrol MT. On The Spec’d’s on-road price pages, that works out to about ₹10,388 in BH-series tax every two years, or roughly ₹72,716 across a full 14-year span. Compare that to what a regular state plate costs once, and the gap is enormous in some cities and almost nothing in others.

City, stateRegular plate road tax (one-time)BH-series total (14 years)What BH saves you
Hyderabad, Telangana₹2.01 Lakh₹72,716₹1.28 Lakh
Chennai, Tamil Nadu₹1.99 Lakh₹72,716₹1.26 Lakh
Bengaluru, Karnataka₹1.86 Lakh₹72,716₹1.13 Lakh
Pune, Maharashtra₹1.31 Lakh₹72,716₹58,000
New Delhi₹1.09 Lakh₹72,716₹36,000

Telangana and Tamil Nadu charge among the highest one-time road tax rates in the country, so a BH plate genuinely pays for itself there. Delhi’s tax is already low, so the saving shrinks to barely the cost of a service visit. These are The Spec’d’s estimates, built from the Creta’s ex-showroom price and each state’s published road-tax rules, on the central BH formula applied the same way regardless of which state you are leaving.

If your current state already charges low road tax, a BH plate is about convenience when you relocate, not about the money. If it charges high road tax, it is both.

Who Actually Qualifies

This is not open to everyone with a transferable job. You qualify if you are:

  • A central or state government employee
  • Defence personnel
  • An employee of a public sector undertaking (PSU)
  • A private-sector employee whose employer has registered offices in four or more states or union territories, proven with a BH-series Form 60 from your employer

A software engineer whose company operates only in two states does not qualify, no matter how often they personally relocate. The scheme also covers personal vehicles only, both cars and two-wheelers; commercial, transport-category vehicles are excluded.

The Catch That Guides Skip

Tax is paid every two years, not once. That means more paperwork over the car’s life, not less, even though each individual payment is smaller. And the plate does not automatically transfer with the car: if you sell a BH-registered vehicle to someone who does not personally qualify for BH registration, they have to convert it to a regular state plate and pay that state’s tax before they can register it in their name.

Three Things Buyers Ask

Is a BH-series plate cheaper than a regular plate overall?

Only in states that already charge high one-time road tax, such as Telangana, Tamil Nadu and Karnataka. In a low-tax state like Delhi, a regular plate is nearly as cheap as 14 years of BH payments, so the main benefit becomes skipping re-registration when you move, not the rupee figure.

Can I convert my car from a regular plate to a BH-series plate later?

Rules have allowed conversion from a regular registration mark to BH series on payment of the applicable BH tax, but you still need to independently qualify under the same eligibility rules as a fresh BH application. Check with your RTO for the current process, since state-level implementation varies.

Does the BH series apply to two-wheelers, or only cars?

The central rule covers personal, non-transport vehicles broadly, which includes two-wheelers. In practice almost every BH application is for a car, and some RTOs are less familiar with processing one for a bike, so confirm your local RTO can actually issue it before you count on it.
