A buyer pays about ₹1.3 lakh more on the road for the same ₹10 lakh car in Hyderabad than in Puducherry or Surat, and the car itself has nothing to do with it. On The Spec’d’s own pricing across all 39 cities it tracks, road tax, set state by state, explains almost the whole gap. Pick your own city here.
This isn’t one model’s quirk. The median car and median two-wheeler, measured the same way in every city, land 10 to 24 percent above their ex-showroom sticker once road tax, insurance and, for cars, FASTag are added.
Which Cities Cost Least, and Which Cost Most
Gujarat and the Delhi-NCR belt sit at the cheap end. The south, especially Karnataka, Telangana, Tamil Nadu, Andhra Pradesh and Kerala, sits at the expensive end, for cars more than for bikes.
| City | Car, above ex-showroom | Bike, above ex-showroom |
| Puducherry | +10.8% | +8.3% |
| Surat, Gujarat | +10.2% | +10.7% |
| Ahmedabad, Gujarat | +10.3% | +10.7% |
| Faridabad, Haryana | +13.8% | +11.1% |
| Gurugram, Haryana | +13.8% | +11.1% |
| Bengaluru, Karnataka | +21.9% | +20.8% |
| Kochi, Kerala | +21.6% | +23.0% |
| Vijayawada, Andhra Pradesh | +23.6% | +17.4% |
| Coimbatore, Tamil Nadu | +23.8% | +16.0% |
| Chennai, Tamil Nadu | +23.9% | +16.0% |
| Hyderabad, Telangana | +24.1% | +20.5% |
Notice the one break in the pattern: Kochi and Thiruvananthapuram don’t top the car list, Hyderabad and Chennai do, but they top the bike list at +23.0%, ahead of every other city for two-wheelers. Kerala’s tax structure leans harder on bikes and scooters relative to cars than the rest of the high-tax south does.
Why Hyderabad, Chennai and Kerala Cost So Much More

Road tax is a one-time state levy charged at registration, on top of GST, and every state sets its own slabs. Karnataka is widely reported to run the country’s highest rates, past 18 percent on costlier cars plus a cess, per Spinny’s state-by-state tax guide. Kerala, Tamil Nadu, Telangana and Andhra Pradesh sit in the same high bracket, while Gujarat is cited as one of the lowest, near a flat 6 percent, which is why Surat and Ahmedabad land at the bottom of our table.
The clearest documented case is Kerala versus Puducherry. The News Minute reported that Kerala charges 20 percent road tax on cars above ₹20 lakh, against 13.75 percent in Puducherry, citing tax experts. That gap was large enough that actors Amala Paul and Fahadh Faasil registered luxury cars in Puducherry while living in Kerala, triggering tax-evasion cases from Kerala’s Crime Branch against roughly 380 vehicle owners.
The gap between cities isn’t a pricing trick. It’s a straight read of how much your state charges to put a plate on a vehicle, and the range runs from about 8 percent to 24 percent of the sticker price.
What the Same Car Actually Costs, City to City
Percentages can feel abstract, so here is what the cheapest car and the cheapest bike on sale actually cost on the road, city by city, from The Spec’d’s own city price pages.
| City | Cheapest car on the road | Cheapest bike on the road |
| Puducherry | ₹3.85 Lakh | ₹53,886 |
| New Delhi | ₹3.85 Lakh | ₹55,816 |
| Hyderabad | ₹4.22 Lakh | ₹57,264 |
| Vijayawada / Visakhapatnam | ₹4.21 Lakh | ₹59,290 |
Even at the entry level, where the car itself is likely the same base hatchback everywhere, Hyderabad’s buyer pays about ₹37,000 more than Delhi’s or Puducherry’s. On a bike, Puducherry’s ₹53,886 against the highest city’s ₹59,290 is a smaller ₹5,404 gap, same cause.

What a 13-Point Tax Gap Looks Like on Real Money
Scale the percentage up to a real sticker price and it stops being a rounding error. The numbers below are our own illustration, not a specific car’s price: we’ve applied The Spec’d’s own city percentages to two round prices so you can check the maths.
| Ex-showroom price | On-road in Puducherry | On-road in the costliest city | Gap | |
| A ₹10 lakh compact SUV | ₹10,00,000 | ₹11,08,000 (+10.8%) | ₹12,41,000 in Hyderabad (+24.1%) | ₹1,33,000 |
| An ₹85,000 commuter bike | ₹85,000 | ₹92,055 (+8.3%) | ₹1,04,550 in Kochi/Thiruvananthapuram (+23.0%) | ₹12,495 |
₹1.33 lakh is a real down payment. Run the numbers for your own city on The Spec’d’s calculators; these are estimates built from each state’s published road-tax rules, and a written dealer quote is the only way to confirm the exact figure.
Can You Just Register Somewhere Cheaper?

No, not if you live elsewhere, and the Kerala-Puducherry cases above are exactly why. Registering at an address you don’t actually live at, to dodge your home state’s road tax, is tax evasion, not a loophole, and it has led to criminal cases, not just back-tax bills. The same pattern has played out with Himachal Pradesh, whose roughly 3 percent road tax sits far below Haryana’s 10 percent; the Tribune reported buyers using rented addresses there too.
If you genuinely relocate between states, the honest route is a BH-series plate, built for exactly that, letting you carry a vehicle across state lines without paying full road tax twice.
Which Indian city has the cheapest on-road car and bike prices?
Puducherry, Surat and Ahmedabad are cheapest for cars, 10 to 11 percent above ex-showroom. Puducherry is cheapest for bikes too, at 8.3 percent, the lowest of the 39 cities The Spec’d prices.
Why is Hyderabad’s on-road price so high?
Telangana is reported to charge one of India’s higher road tax rates, in the same bracket as Karnataka, Tamil Nadu and Kerala. That puts Hyderabad’s median car 24.1 percent above ex-showroom, the highest of any city The Spec’d tracks.
Can I register my car in a different state to pay less road tax?
Only if you actually live there. Doing it from your real address elsewhere is tax evasion, and it has led to real criminal cases on both the Kerala-Puducherry and Haryana-Himachal Pradesh routes. If you relocate often, a BH-series plate is the legal alternative.
